I don't think it would be good for there to be an overwhelming layer of Russian culture over the city either. I do have some affinities with the flavors and aesthetics of that part of the world, but not all of it!

As far as Tarkovsky, I think that his work - written and in film - was informed so deeply by his own personal experience that his generalized statements don't necessarily resonate through as wide a range as they would appear to.

Personally, I am very thankful that Seattle's character is quite un-Russian, since I lived in Russia for many years and did not enjoy it :-) There are, however, a few little shops in the area which cater to Russian emigrants here, and yes - they sell "Czar Nicolas" tea. Another popular brand both among Russians here and over there is Ahmed. I've heard from many Russians that they really love black currant tea. Black currant is a popular flavor in Russia: people enjoy fresh berries, jams, leaves which are put for aroma in pickles, and yes - black currant flavored tea.
Last time in Saint Petersburg I noticed there were a few shops carrying better quality chinese and japanese green teas. In upscale cafes they offer Pu Erhs, too.

Of the ones I have tried the only one I did not particularly care for was the one that is a lot like a very strong Earl Grey (the green package, I think). It might just need to be toned down a bit with some pure leaf Yunnan black or Keemun, so I might try that.

I have been drinking these Czar Nikolas teas for many years, I get the red, blue, silver pkg's, do not care for the black or green ones, I buy them at Bobak's on Archer avenue, and I swear the Russian tea room here in Chicago, 77 East Adams, I think serves the silver/nostalgia as their house tea
